Liberia publishes its second EITI report

OSLO, 19 FEBRUARY 2010.  Renewing its commitment to improved transparency in Liberia’s natural resource sector, the government of Liberia launched its second EITI report yesterday. The EITI report discloses all payments being made by extractive companies to the government, as well as all payments the government has received from these companies. Last year Liberia became the first African country to become EITI Compliant to the standard of the Extractive Industries Transparency Initiative.

BAKU, 15 OCTOBER 2009  The Board of the EITI (Extractive Industries Transparency Initiative) held its 10th meeting in Baku, Azerbaijan on 14-15 October 2009. During the meeting the Board designated Liberia as EITI Compliant, stating: “The Board congratulates the Government of Liberia and all the other stakeholders on the impressive progress made implementing the EITI. “

Liberia EITI (LEITI) has issued a Request for Expression of Interest for a company to investigate and reconcile the unresolved discrepancies contained in the first LEITI Report. The deadline for the submission of the Expression of Interest is 30 November 2009.

EITI Chairman congratulates Liberia on progress

MONROVIA, 8 OCTOBER 2009 - Liberia has taken giant steps towards complying with the global standard for transparent management of revenues from its extractive industries under the Extractive Industries Transparency Initiative (EITI). In Monrovia, the Chairman of the EITI, Peter Eigen, congratulated the Government, the private sector in the extractive industries, and activists of civil society, who have together accomplished what he described as an incredible job in implementing the EITI standard.

Overview of the Extractive Industries

Liberia is rich in natural resources, notably iron ore, diamonds, gold, timber and rubber. All of these sectors suffered dramatically during the civil war, which ended in 2003, but the Government is determined to ensure growth through better revenue management - thus their inclusion of forestry under the EITI.

Status of EITI Implementation

The EITI Board designated Liberia as EITI Compliant on14 October 2009. Liberia must be revalidated by 13 October 2014. Stakeholders in the process may request that the EITI Board requires a new Validation at any time within that period if they think the process needs reviewing.

Liberia committed to the EITI in October 2006, and decided to include forestry in its EITI. A Memorandum of Understanding (MoU), formally committing stakeholders to the full implementation of the LEITI, was signed in April 2008. A forestry scooping study to identify and address any and all possible issues that may arise in connection with the inclusion of the forestry sector in the LEITI was produced in June 2008. A LEITI public outreach and general communications strategy has been developed. The President released a Proclamation of the Liberian EITI in September 2008, making the LEITI a significant policy of the government, and obliging all agencies of government and mining, logging and oil companies to comply with all requirements of the LEITI. The first EITI report of Liberia was launched on 9 February 2009 by President Ellen Johnson Sirleaf. It is the first EITI report to include forestry. On Friday, 10 July 2009, the President signed into law the Act Establishing the Liberia EITI. The LEITI Act is the second dedicated piece of EITI legislation (following the NEITI Act in Nigeria).

Governance of EITI Implementation

The Liberia Extractive Industries Transparency Initiative (LEITI) is led by a governing board called the LEITI multi-stakeholders Steering Group. Membership in the Group includes

  1. the Government of Liberia, represented by the Ministers of Finance; the Minister of Lands, Mines, and Energy, The Minister of Internal Affairs, and other agencies;
  2. the Civil Society, represented by the Publish What You Pay, the Liberia National Bar Association, and the National Council of Chiefs and Traditional leaders; and
  3. the Private Sector, represented by Arcelor Mittal Liberia, Amlib, Liberia Timbers Association, and the Miners and Brokers Association.

The Group is chaired by the Minister of Finance, who is also the LEITI Champion. The Minister of Lands, Mines and Energy is the co-chairperson of the Group.

The LEITI also has a distinct Secretariat that is established, staffed and supported by the Group. The four-person Secretariat is headed by T. Negbalee Warner. The Deputy Head of the Secretariat is Edward R Smith and the Executive Secretary is Hnede Berrian.

Liberia is making progress in fighting corruption, US Secretary of State says

US Secretary of State Hillary Clinton said on her visit to Liberia that President Sirleaf's administration is taking action to increase transparency with a strong Anti-Corruption Commission at the center of efforts to rebuild from years of civil war.

Liberia EITI Act Signed Into Law

On Friday, 10 July 2009, the President of Liberia, Ellen Johnson-Sirleaf, signed into law the Act Establishing the Liberia EITI. The President's signature means the Act is now effective.The LEITI Act is only the second dedicated piece of EITI legislation (following the NEITI Act in Nigeria), though many implementing countries have issued presidential or ministerial decrees or have amended existing legislation to establish a legal framework for the initiative.The LEITI Act requires that all government agencies and extractive companies comply with the Liberia EITI process.

Liberia announces tender for EITI Reconciler

Liberia EITI has put out a tender for EITI Reconciler. In the tender they write:

The LEITI seeks to contract an auditing firm, as an Independent Administrator to be responsible for auditing payments, reconciling data to be provided by all forestry, mining, and oil companies operating in Liberia, and the corresponding revenues data to be provided by the Ministry of Finance and all other relevant agencies of the Government of Liberia.

Highlights from the Doha conference: Day 2

This morning's plenary session was opened by H.E. Abdullah Bin Hamad Al-Attiyah, Deputy Prime Minster and Minster of Energy and Industry, State of Qatar. His Excellency stated Qatar's belief that promoting transparency in the extractives industry is of paramount importance in ensuring that natural resources wealth is translated into economic and social development for resource-rich countries.
