Hieu Vu is Director General, Explosives, Regulatory and Business Services Branch in the Lands and Minerals Sector at Natural Resources Canada. Mr. Vu oversees implementation of Canada’s mandatory extractive sector transparency reporting legislation, the Extractive Sector Transparency Measures Act, and Kimberley Process Certification Scheme under the Export and Import of Rough Diamonds Act.
Canada has set a high standard for mandatory transparency reporting, being the first jurisdiction to develop official guidance on complex reporting requirements in collaboration with industry, civil society, Indigenous representatives and provincial governments, and, in 2022, to launch a compliance program and data portal. In the last five years, Canada has received over 2,700 reports disclosing over CAD$760B in payments to nearly 2,000 payees in 125 countries around the world.
Mr. Vu and his team are eager to bring this experience and expertise in extractive sector transparency reporting to the EITI Board.
